E&LP was retained to perform a fixed fee, guaranteed scope of work for the design, build and operations of a groundwater extraction and treatment system to prohibit two significant fuel oil releases at a fuel oil depot (3.5 million gallon capacity) from migrating into the Rockaway River, located adjacent to the site. Two surface spills had historically occurred on the property that resulted in thirteen (13) feet of free phase petroleum on the ground water surface that extended over an acre, located less than 250 feet from the Rockaway River.

E&LP designed the ground water extraction and treatment system to establish hydraulic control over the free product residuals to prevent further migration towards the river, while removing free phase mass using a total fluids collection and treatment approach.

As a design, build, operate contract, E&LP met all of the contractual requirements and completed the contract on time
and without any change orders. The contract was subsequently extended and E&LP continues to operate the ground water remediation system and all other aspects of the site environmental compliance requirements as the License Site Remediation Professional (LSRP)

The project remains on schedule to achieve regulatory site closure with administrative and engineering controls, within the regulatory timeline of 2020.
