The Borough of Lebanon approved the preliminary site plan for Lebanon Town Center, a 2-phase project consisting of a total of 280 apartments. 56 of the apartments will be deed restricted for affordable housing. The property is located in the Highlands Town Center and also constrained by a category one stream with 300-foot riparian zone and exceptional value wetlands with 150-foot transition areas. The permit application for the NJDEP Flood Hazard permit required a hardship exception from the regulations due to the amount of land disturbance required within the 300-foot riparian zone for the project. E&LP worked with Highlands Council and NJDEP to permit the project and created a proposed enhancement design to the riparian zone through mitigation plantings and the removal of invasive species vegetation that has been degrading the existing stream corridor for many years.

The project will be constructed by Coddington Communities, LLC, and the multifamily housing development will include amenities such as a pool, pickle ball courts, dog park, tot lots, interior yoga studio and fitness center, and outdoor living areas. E&LP collaborated with Appel Design Group, PA Architects as part of the development and design team.
