Lebanon Town Center Site Plan Approval

The project consists of a two-phase development, totaling four multifamily residential buildings. The total number of units for both phases is 280, and 57 of those units will be deed restricted for affordable housing. The development will be served by public utilities and all of the dwelling units will be apartment rentals. Various amenities will be included in the development, such as a community pool, fitness center, and outdoor recreation areas. Access to the units will be by a private roadway system that is owned and maintained by a Home Owner’s Association.

The lots were created in the late 1990’s as part of a planned office park. While the adjacent lots were developed with office buildings and a hotel in the late 1990’s, only limited site improvements were performed on the subject properties, which have been used for agriculture since that time.
These properties are environmentally constrained due to a category one watercourse that generally runs along the common boundary, and exceptional value wetlands that are adjacent. Further constraints exist on the properties due to the Highlands Act, which was adopted in 2004. The Highlands Act is intended to protect ground and surface water by restricting development in critical areas.

E&LP has met with the NJDEP and Highlands Council representatives in multiple pre-application meetings in order to identify the sensitive issues on the site and incorporate innovative site design features to address those environmentally sensitive areas. The following are important innovative design considerations that have been incorporated into the project:

  • Removal of existing retaining walls within the Riparian Zone of the watercourse.
  • Removal of invasive species and planting of native species vegetation within the environmentally sensitive area.
  • Design of Stormwater Management Systems to maximize infiltration into the soil and provide a Water Quality standard post development of 95% minimum Total Suspended Solids removal.
  • Extensive planting of native species vegetation throughout areas of the Riparian Zone that are currently actively disturbed for agriculture.
